To add stairs in The Sims FreePlay, open the home store, go to the 'Stairs' tab, and simply drag and place them where you want. Don't forget you need a second floor first!

Just go to the home store, select the 'Stairs' tab, and place 'em where you need 'em. Piece of cake!
