Honestly, why bother? Hot Wheels are perfect as is. Just buy another if it's broken.
I've modded a few Hot Wheels in my time, and it's all about the right tools and parts. You'll need a drill, a 1/16 inch drill bit for the rivets, and replacement wheels. Take your time drilling out the rivets, swap in the new wheels, and then you can either use a small screw to reassemble the base to the body or glue it. Patience is key!
