Easy peasy! Just hop into your chosen ride, aim your gun through the car window, and BAM – the glass shatters, letting all that fresh Los Santos air in. Sure, it's not the same as rolling the windows down, but it gets the job done.
Actually, there's no direct way to lower windows in GTA 5 like you might in real life. The closest you get is breaking them, but hey, that's pretty on-brand for the game.
