On PC? Hit Esc to bring up the menu, save your progress, and find the 'Quit Game' option under the System tab. Done and done.

To quit Tales of Vesperia Definitive Edition, just hit the options button on your controller, go to the System menu, and select 'Save' first. Then choose 'Quit' from the same System menu. Easy peasy!
You can always hit Alt+F4 if you're on PC... not the 'right' way, but it works!
Just make sure to save your game first, then head over to the main menu and find the 'Quit' option. Wouldn't wanna lose all that progress!
