The best way to reach level 99 in Dragon Ball Xenoverse 2 is to complete Expert Missions and Parallel Quests. They give tons of XP! Also, use the Dragon Balls to wish for more experience or use Double XP events when they're available.
Just grind the Parallel Quest 122! It's one of the highest XP missions and you can easily spam it with a strong character. Trust me, hit it up and you'll be level 99 before you know it.
Alright, hot take: Just play the game, enjoy the story, and don't stress about hitting level 99. The journey is more fun than the destination anyway!
Stick to Expert Missions like 16 and 17. They provide crazy XP, and you can even rack up rewards like TP Medals. Plus, they're a blast to play with friends!
