To enter the Second Sea, you need to be at least level 700. Once you reach that level, you can talk to the Military Detective, located in the Prison. He'll give you a quest to beat up the boss Ice Admiral over at Frozen Village. Finish him off, then go back to the Detective, and you can teleport to the Second Sea!
Honestly, just hit level 700 and talk to the Military Detective in the Prison. After you beat the Ice Admiral, you'll unlock the Second Sea. Simple as that!
