Can't move 'em. Delete and rebuild is your only option. Kinda wish they'd add a feature to just drag around.
Just bulldoze everything and start over. Best way to rearrange if you ask me. Total control.
Rearranging your Fallout Shelter isn't as straightforward as you might hope, you can't just drag and drop rooms. However, you can still change your vault layout! First, you'll need to delete the room you want to move. Yes, I know, it sounds harsh. But don't worry, you get some caps back. Just make sure your dwellers aren't left jobless. After you've cleared some space, build the room in the new location you want. Remember to plan your layout carefully to avoid extra costs!
