To rebirth in Airport Tycoon, you need to fully build and upgrade everything in your current airport. Once you’ve maxed out everything, the rebirth option will appear, and you can start over with extra benefits!

You gotta max out all your upgrades and buildings before you can rebirth in Airport Tycoon. Once that's done, just click the rebirth option in the main menu.
