Complete the Campus Settlement mission to unlock the Recalibration Station. Then just head to the White House, select your weapon, and tweak those stats!

Honestly, just head to the White House's Recal Station after unlocking it at Campus Settlement. Swap out the attributes you want and you're good to go.

First, you need to unlock the Recalibration Station by completing the "Campus Settlement" mission. Once you have the station, head to the White House Base of Operations. Interact with the recalibration station and select the gold weapon you want to recalibrate. Choose the stat you want to change and replace it with a stat copied from another weapon. Happy recalibrating!
