Tried recruiting with low Respect and got absolutely nowhere. Boost your Respect by completing missions and taking over territories, then just aim and press Up on the D-pad to recruit gang members. Works like a charm!

Recruiting anyone in GTA San Andreas on the PS2 is all about raising your Respect level! The higher your Respect, the more gang members you can recruit. To get members to follow you, target them and press the Up direction on the D-pad. Remember, not everyone wants to follow; some folks just can't be recruited.

Just aim at the homie you wanna recruit and hit up on the D-pad. Easy peasy. But watch your Respect level, cause you can't recruit if they don't respect you enough.

Actually, not everyone can be recruited in San Andreas, no matter your Respect level. Some characters are just not designed to follow CJ around.
