Simple answer: Be a hero in their eyes! Finish their quests, give them stuff they need, and they'll come running to join your squad!
Just be nice to the survivors鈥攈elp them out with their missions, give them resources, and once they like you enough, ask them to join you.
To recruit followers in State of Decay 2, be sure to max out your relationship with them first. Talking to them, doing missions for their group, and trading often can help. Once it's maxed out, approach them and there should be an option to recruit them!
