You need to defeat Frieza in battle and then hope he decides to join your squad. RNG is a fickle friend!
Just go to the floating Tech Area in the game. Defeat Frieza and recruit him afterward. Easy peasy.
You gotta beat Frieza first, then recruit him via the chance-based Summon system. Took me a few tries, but I eventually got him!
