To recruit Goku in Dragon Ball Fusions, you need to progress to the point where you're in the Time Space Rift. Then, search for him in the 'Hero Town' area! Once you find him, battle and beat him to make him join your team. Good luck, fighter!
Honestly, just keep progressing in the game. You'll eventually stumble upon him, and then you just need to win a fight.
From my experience, once you hit the Time Space Rift, you can find Goku in Hero Town. It might take a couple of battles, but you'll get him!
