Just run around the map, stumble into trouble, and save survivors from zombies. They usually tag along if you help them out!
Easiest way is to use your radio and call for new survivors. You might have to spend some influence but it's totally worth it.
Honestly, just call for help via the radio. It's effective and you get fresh faces real quick.
