Recruiting from the wasteland in Fallout Shelter is easy-peasy! Just build a Radio Studio and keep it manned. The Radio Studio broadcasts out into the wasteland, attracting new Dwellers over time. Remember, the happier your radio operators, the more likely you'll draw in those wasteland wanderers. It's also a good idea to upgrade the studio to increase your odds. Happy broadcasting!

Just send out an explorer with some good gear and pray to the Fallout gods. Honestly, most of the time, people just show up at the door after a while. It's more waiting than anything else.
You don't only recruit from the wasteland, btw. Lunchboxes can also get you new Dwellers, alongside gear and caps. They're kinda like the loot boxes of the vault world. So, if the Radio Studio's taking too long, you might wanna crack open a few Lunchboxes.
Recruiting from the wasteland? Just build a Radio Station, but don't expect a parade. Sometimes, it's better to just focus on the Dwellers you've got.
