In State of Decay 2: Heartland, you mostly recruit people by completing missions and gaining their trust. Build good relationships with enclaves and help them out when they need it!
Complete the story missions to unlock new characters, but remember, not everyone is recruitable!
I just usually go to missions where they need help and often end up recruiting them after it's completed. Easy peasy!
