To recruit players in Dragon Ball Xenoverse 2, you gotta approach a potential mentor in Conton City and complete their initiation quest. Then, form a team by interacting with other players in Multiplayer Modes. Good luck, and may the Dragon Balls be with you!
I just spam invites in the multiplayer lobby and hope someone bites. Works for me!
First-hand advice: I usually recruit by finishing the Parallel Quests with different characters. After a few missions, many of them offer to join. Just keep at it!
