Actually, while you can't refill them, per se, you can sort of 'cheat' the system. Put your difficulty on Easy, and those Fusion Cores will last way longer. Not exactly a refill, but hey, it's something!
Just grab new ones. Honestly, they're not as rare as you might think. Plus, exploring is half the fun of Fallout 4. Who knows what other treasures you'll find while on the hunt for more cores?
You can't technically 'refill' a Fusion Core in Fallout 4. Once it's depleted, you gotta toss it and snag yourself a fresh one. Keep an eye out in military sites or power plants, those places are usually Fusion Core goldmines. And don't forget to check those vendors, some of them sell 'em too!
