You can't actually refuel fire extinguishers in Subnautica. Once they're empty, you just need to find or craft a new one. Grab a Fabricator and some Titanium, and you're back in action!

After torching my last one aboard the Aurora, I realized they can't be refilled. Just craft another by gathering some Titanium.
