Refunding a gift game on Steam is pretty straightforward. The person who bought the gift needs to initiate the refund by going to their Steam account. Under the 'Games' menu, select 'Manage Gifts and Guest Passes,' then find the game you want to refund. If it’s still within the 14 days of purchase and has been played for less than 2 hours, you can submit a refund request. The refund will go back to the original purchaser!

Actually, you can't refund a gift after you've accepted it. The purchaser has to do it, like, before it's even in your library.
