How to Refund a Steam Gift
First, the gift must be unaccepted and remain in the recipient's inventory. If that's the case, the original buyer can go to their Steam Inventory, find the gift, and click on 'Manage Gift' > 'Return the gift to your inventory.' Then, go to 'Games' in the Steam client, select 'Manage Gifts and Guest Passes,' and you should see an option to 'Request a refund.' Remember, Steam's refund policy still applies, so it has to be within 14 days of purchase and with less than 2 hours of playtime.
If the gift has already been redeemed, sorry, but you're out of luck. Steam doesn't allow refunds on gifts that have been accepted and added to the library.

Actually, once a gift has been redeemed, it's a no-go for refunds. Gotta make sure the recipient really wants it before sending!
