You can't directly refund V-Bucks for money. But you CAN request a refund for items purchased with V-Bucks if you have refund tokens left. Go to the in-game settings, navigate to the 'Account and Privacy' tab, and select 'Submit a Request.'
From experience, I've managed to refund some items. Head to your account settings, find 'Submit a Request,' and see if you have any refund tokens left. Good luck!
