Actually, you don't need a nightclub to register as a CEO. Just buy an office, then register via the Interaction Menu. Nightclub comes after if you wanna expand your criminal empire.

To become a CEO and own a nightclub in GTA 5, you first gotta have an office. After buying an office, access the Interaction Menu (hold down the touchpad on PS4, the view button on Xbox One, or 'M' on PC), then find the 'SecuroServ' option, and select 'Register as a CEO'. Voil脿, you're a CEO! Now, you can purchase a nightclub from the Maze Bank Foreclosures website in-game and start your empire.
