How to Reinstall Steam Without Losing Games
No worries! Just go to where your Steam games are installed (usually under 'C:\Program Files (x86)\Steam\steamapps\common') and copy this entire folder to a safe location. Uninstall Steam via the Control Panel, then reinstall Steam. Once reinstalled, copy the 'steamapps' folder back into the Steam directory. Steam will automatically detect the games.

Actually, you're better off doing a clean install of everything. I've found it solves more problems in the long run.
Just uninstall Steam without touching the 'steamapps' folder and then reinstall. All your games should still be there.
I had to do this once and was super stressed, but it's easy! Make sure you backup the 'steamapps' folder like the others said. When I reinstalled Steam and put my games back, it was like nothing happened. No need to redownload everything.
