Just yeet them to the new house lol. But really, build a valid house, open housing menu, and click the NPC's face to pick 'em up and click the new house to drop 'em in. Easy peasy.
Honestly, I just found out you could move them by accident. Thought my game glitched when my Guide suddenly decided to swap houses after I randomly clicked around. Turns out, Terraria is cooler than I thought. Build a house, click the housing icon, and pick your NPC. Then choose their new crib. Sometimes accidents are happy surprises!
