Easy peasy! Go to [Settings] > [PlayStation Network] > [System Activation] > [Game]. Select 'Deactivate' and confirm. Then head back to [Settings] > [Format] > [Restore This System]. Good as new!

From personal experience, you'll need to factory reset the PS Vita. Head to Settings > Format > Restore This System. WARNING: This will wipe everything, so back up your stuff first!

Just go to Settings > PlayStation Network > System Activation, pick Game, and deactivate. Then restore the system from Settings > Format > Restore This System.
