I tried removing a game once, and yep, it's gone for good. So make sure you really don't want it anymore. Just find the game under Steam Support and click 'Remove permanently'. Done deal.
Honestly, just hide the game if you're unsure. Removing it is permanent and you lose access forever. To hide, right-click the game in your library, select 'Manage', and then 'Hide this game'. Peace out.
Removing games from Steam account is not always the best move. You lose access forever. Just hide them instead. Much safer.
If you really need to declutter, sure, remove the games. But really, hiding them is often enough. No need to lose access to something you paid for.
