Actually, you can't remove tattoos in GTA. Once you get 'em, you're stuck with 'em. Adds to the realism, I guess? Choose wisely!
Easy peasy! Just head over to any tattoo parlor you find scattered across the game world. Once you're in, you can choose the 'Remove Tattoos' option from the menu. It's kinda like magic, but instead of a wand, they use a laser. Costs a bit of your in-game cash, though, but totally worth it if you're having tattoo regret.
