You gotta build a workshop at your base first. Once it's up and running, you can repair your broken weapons there using the parts you've scavenged. Just make sure you've got enough parts!
From my experience, you need to prioritize building a workshop ASAP. It saves a ton of hassle down the line and keeps your survivors well-armed!
Honestly, just swap out broken weapons for new ones. I find more weapons than I can repair anyway!
