Nope, you can't repair extractors in Warframe. Just craft new ones in the Foundry. They're pretty cheap!

Send the damaged extractor to the recycler and build a fresh one in the Foundry. Easy peasy!

You can’t repair an extractor once it’s damaged. Just build a new one in your Foundry. It’s quick and inexpensive.
