Honestly, just buy a new one. The value is in the untouched pack, and once you've ripped into it, it's a goner in the eyes of collectors.

Not gonna lie, replacing the bubble on a Hot Wheels pack isn't exactly a hobbyist's go-to activity since it means breaking the original seal. But if you're into customizing or had an unfortunate bubble casualty, your best bet is to gently remove the old bubble with a hairdryer. Warm the edges to soften the glue, peel it off carefully, then apply a new bubble (you can buy these online) with some strong, clear glue. Just remember, the pack will never be quite "mint" after this.

I replaced the bubble on one of my vintage Hot Wheels because it got smashed during moving. Used a hairdryer to peel off the old one, and honestly, it looked almost as good as new. Just be super careful not to warp the card.
