You’ll need to use a tool like GCRebuilder and Audacity. Extract the game files with GCRebuilder, and then you can replace the audio files with your custom ones using Audacity. It’s a bit of a tricky process, but totally doable!

Get GCRebuilder and the audio files you wanna swap. Extract the .afc files, edit 'em, and pack 'em back in. Boom, custom audio!
