Head to the Steam Community, find the player's profile, click on 'More', and then 'Report Violation'. Make sure to give details so that action can be taken!

In-game reporting doesn't do anything. Instead, gather evidence and submit it directly to Valve's support. Trust me, it’s the only way I got results.
