You can't directly report players in-game for AFK behavior. Record evidence and submit it to Warframe's official support team.

To report AFK players in Warframe, take a screenshot or record a video showing the AFK behavior and submit it through the in-game report system or Warframe's support page.

Open Warframe, click on the player's name in the player list, and select 'Report Player' from the dropdown menu.
