You'll have to reach Level 40 first. Then head over to Niantic Wayfarer and suggest a PokéStop upgrade. Easy peasy!

Basically, get to Level 40 and then use the Niantic Wayfarer to submit your request. Done this myself, it works!

Honestly, asking for a gym is kinda hard if you're not Level 40. Try reaching that first.
