To reset Need for Speed Most Wanted on PS Vita, you need to restart the game from scratch by deleting the save data. Go to 'Settings', select 'Application Data Management', then 'Saved Data in System Storage', find the game, and delete the save file. Goodbye, old progress!
In my experience, you just need to delete the saved data from the PS Vita settings. Did this last week, so far so good!
