Just delete the data in the 'CellsCache' folder. This forces the game to regenerate those areas. Simple as that!
To reset cells in Subnautica, delete the 'CellsCache' folder in the save game's directory. You'll find it in the 'SavedGames' folder.
No need to overcomplicate it. Just delete the 'CellsCache' folder in your saved games. Done.
