It's easier than figuring out how many rings are in the special stage: just enter debug mode and go nuts!
Sonic Mania doesn't allow for special stages to respawn directly, but collecting more than 25 rings then hitting a checkpoint could help you access them again if you missed any.
From my experience, I just enter debug mode and use level select to replay any special stage.
