From my experience, you gotta switch characters to rest. Make sure your base has beds to help them recover quickly!
Just switch your character to someone who isn't tired. Resting happens when you're not playing as them!
To rest in State of Decay on PC, switch to another character who's not tired. If all your characters are exhausted, make sure your base has a proper sleeping area to improve their rest.
