If you're thinking about restarting your game for a legendary dweller, why bother? Just keep playing and you'll eventually earn Lunchboxes that may contain a legendary dweller. Patience is a virtue in the wasteland!
Totally restarted my game last month and got a legendary on my second Lunchbox. Best decision ever! Sure, saying bye to my old vault was hard, but the legendary dwellers are so worth it.
Honestly, restarting just for a legendary seems overkill. Just play and earn those Lunchboxes the old-fashioned way. Much more satisfying, IMO.
Hint: if you're restarting for a legendary dweller, back up your game first (if you can). That way, if you regret your decision, you're not starting from zero!
