You can restore your data using a USB drive! Plug it in, go to Settings -> Application Saved Data Management -> Saved Data on USB Storage Device.

If you've backed it up to an external HDD, connect it and navigate to Settings -> System -> Backup and Restore -> Restore PS4.

I transfer my saves to USB all the time. Takes a few minutes but better safe than sorry!
