I had the same issue, and restoring licenses under Settings > Users and Accounts > Other worked like a charm. Takes just a minute!

To restore licenses on your PS5, go to Settings > Users and Accounts > Other > Restore Licenses. Then, hit 'Restore' to re-activate your game licenses.
