I've done this myself a few times. After editing the textures, drop them into the 'custom' folder inside the 'tf' directory. Create a new folder within 'custom' named whatever you like, and put your edited files in there. Restart the game, and voil脿! New textures.
Just download a community-made mod from the TF2 Workshop! It's way easier and quicker.
Honestly, it's not worth the hassle unless you really love making custom stuff. Stick with the official skins.
