Just capture a settlement that originally belonged to the faction you want to revive and select the 'Liberate' option. Easy peasy!

No need to overthink it. If you want to revive a faction, take one of their old territories and 'Liberate' them. That’s it.

From my own experience, capturing a lost settlement of the faction you want to revive and choosing 'Liberate' does the trick. Worked like a charm for me!
