Chillers are shy! Make sure you've spent enough time with your Chiller Pal before trying to ride it. Mine took a few in-game days of interacting and completing quests together before the 'Ride' option appeared. Patience is key!

Riding a Chiller in Palworld is all about friendship! First, you gotta capture a Chiller, which you can do by befriending it during your adventures. Once it trusts you enough, you'll get the option to 'Ride' in your interaction menu with the Chiller. Make sure you've got a good bond, or that chilly buddy might not let you hop on!
