Easy peasy! To ride on your shield in Tears of the Kingdom, just whip out your shield (with the ZL button) when you're on a slope, then jump with X and immediately press the A button. Link will then stylishly surf down like it's winter in Hyrule 24/7. Just watch the durability of your shield, or you'll be in for a surprise!

Hold up, you're doing what now? Shield surfing? On purpose? Just remember, those shields aren't indestructible. The moment you start treating Hyrule like your personal skate park, you're gonna start breaking shields faster than pots in a Link rampage. But yeah, ZL, jump, and A does the trick.
