You need to talk to Norp in the Second Sea or Third Sea and pay him 3000 fragments to roll a new race.
I rolled my race by paying 3000 fragments to Norp in the Café. Worked like a charm!
You can roll a race by speaking to Norp in the Second Sea or Third Sea, but it's gonna cost ya 3000 fragments.
Rolling races is overrated, just pick a good one and stick with it.
