To rotate furniture in Restaurant Tycoon 2 on Xbox, simply enter the build mode, select the furniture you want to place, and press the RB (Right Bumper) button to rotate it.

Just press RB while you're placing the furniture in build mode and watch it spin!

I play on Xbox and you just need to press the RB button when you're in the build mode and selecting an item you want to place. It rotates 90 degrees each time you press it!
