To run a dedicated Ark server on PS4, you'll need a second PlayStation 4. On this second PS4, you'll log into your main PlayStation Network account and start Ark. Here, you'll have to start the game in Non-Dedicated Host mode but set the session settings to private. This lets you play normally on your primary PS4 while the second one acts as a server.
Honestly, you might be better off renting a server from a provider and skipping the hassle altogether.
