All you need to do is age up to 18, go to Jobs, then Special Careers, and select Run for Office. Choose School Board Director and follow the steps!

First, make sure your character is at least 18 years old. Go to the Occupation section and select Special Careers. From there, choose School Board Director and go through the election process!

Make sure you've got a decent amount of smarts and some money saved up for campaigning before running for the school board. Then, navigate to Jobs > Special Careers > School Board Director.
